Brazil's Third Sunset Review on Anti-Dumping Measures for Passenger Car Tires from China

On July 25, 2024, the Brazilian Ministry of Economy issued a notice of initiation, announcing the start of the third sunset review of anti-dumping measures on passenger car tyres imported from China (the "investigated products").

 

The investigated products are radial passenger car tyres originating from China, specifically the 65 and 70 series in 13-inch and 14-inch sizes, with models 165, 175, and 185. The relevant NCM tariff code is 4011.10.00. (The customs tariff is for reference only; the scope of the investigated products is defined by the written description.)

 

The dumping investigation period is from January to December 2023, and the injury investigation period is from January 2019 to December 2023.

 

The applicant in this case is the Associação Nacional da Indústria de Pneumáticos. The applicant alleges that the Chinese tire industry is a non-market economy industry and proposes using the domestic sales prices of Argentine tire companies (Pirelli Neumáticos S.A.I.C. and Bridgestone Argentina S.A.) in Argentina, at $10.22 per kilogram, as the normal value for Chinese companies.

 

The applicant uses the export price of $2.47 per kilogram for Chinese exporters to Brazil during the investigation period as the export price. The alleged dumping margins are $7.74 per kilogram (specific margin) and 313% (ad valorem margin).

 

In this sunset review investigation, the investigating authority will continue to use sampling investigation methods.
