On March 20, 2026, the Secretariat of Foreign Trade of the Brazilian Ministry of Development, Industry, Trade, and Services issued Announcement No. 20 of 2026. At the request of the Brazilian Tire Industry Association (ANIP), submitted on November 21, 2025, and December 29, 2025, respectively, Brazil decided to launch a sunset review investigation on anti-dumping duties imposed on truck and bus tires originating from China, South Korea, Japan, and Thailand.
The investigation involves tires with rim sizes of 20 inches, 22 inches, and 22.5 inches. The Mercosur tariff code for the products under investigation is 4011.20.90.
The dumping investigation period is from October 2024 to September 2025, while the injury investigation period spans from October 2020 to September 2024. The announcement officially took effect upon its release date.
History:
On May 16, 2008, Brazil initiated its first anti-dumping investigation on bus and truck tires originating from China (see Announcement No. 27 of 2008 by the Secretariat of Foreign Trade). Subsequently, on June 18, 2009, Brazil imposed anti-dumping duties on the products from China, ranging from USD 1.12/kg to USD 2.59/kg.
Brazil has since conducted two sunset review investigations: the first on June 17, 2014, and the second on May 4, 2020. On May 14, 2015, in Announcement No. 32 of 2015, Brazil extended the anti-dumping measures for the first time, maintaining the duties at USD 1.12/kg to USD 2.59/kg. On May 4, 2021, through Resolution No. 198 of 2021, Brazil extended the anti-dumping measures for a second time, with duties adjusted to USD 1.05/kg to USD 2.59/kg. These measures apply to tires with rim sizes of 20 inches, 22 inches, and 22.5 inches, excluding bias-ply tires and truck and bus tires without a specified rim.
The anti-dumping measures will remain effective until May 4, 2026.
